Volume and average were both counted. Two reviews dated 2018 is not an evidence base, and the firm carrying them sits tenth for that reason rather than on quality.
Every head office was verified against the company’s own website and registration, not the directory label. All ten are genuinely Poland-headquartered, and the specific hub is named for each.

They are not, and Spyrosoft sits tenth here for that reason while its credentials are stated in full.

A 1,000 hour build, a reasonable estimate for a platform with a web front end and a custom backend, lands between $50,000 and $99,000 before change orders. That is the number to hold against any proposal you receive. If a quote sits well below it, ask which parts of the scope were removed, or which work has been moved to a cheaper delivery location.
Because the hourly band is identical across eight of the ten, and the ninth sits below it, the minimum engagement is what actually sorts them, and it is the fastest way to avoid wasting three weeks on a proposal that was never going to fit.

Watch for the mismatch this creates. Future Processing publishes a $25,000 minimum, but its most common reviewed project sits between $200,000 and $999,999. A firm can accept your budget and still be organised entirely around programmes ten times larger, which usually shows up as a junior team and an account manager whose attention is elsewhere. Compare the minimum against the typical project, not the minimum alone.

It is a European Union member state, so the contract, the data processing agreement and the intellectual property assignment all sit inside a legal framework a European buyer already understands, and GDPR alignment is the default rather than a contractual add-on. For a German or British buyer in a regulated sector, that removes a category of risk no rate difference compensates for.
The talent base supports it. Eurostat recorded 778,800 employed ICT specialists in Poland in 2025, the largest in Central and Eastern Europe, with 20,677 new tertiary ICT graduates in 2024. Poland exported 16.7 billion euros of computer services in 2024, up from 14.25 billion the year before, and Polish business services exports reached a record 48.4 billion US dollars in 2025, equal to 6.1 percent of national GDP. Central European Time puts the whole working day inside overlap for European clients and gives a usable afternoon for the United States East Coast.
The cost is that Poland is no longer cheap. Clutch places it in the same $50 to $99 band as the United States, double the Ukraine and India bands. An IT outsourcing Poland engagement is a quality and jurisdiction decision, not a cost-arbitrage one, and any agency pitching it purely on savings is selling you a 2015 argument. Miquido is ninth on a 4.9 rating and 51 reviews purely because 70 percent of its work is mobile app development, which makes it the best mobile firm in Poland and a poor fit for this category.
Spyrosoft is the clearest case of the method producing an uncomfortable answer and being applied anyway. It is a listed company with 2,000 staff, 167 million US dollars of revenue and certifications none of the others hold. It also has two reviews from 2018 and publishes no pricing.
